"We have many SVORI Offenders being released to the
Region 3/Harris County Area. They are being supervised out
of the Houston 1/Northwest, Houston 2/Southwest,
Houston 5/Pasadena and Houston 7/Central Offices of Harris County.
I have trained numerous Mentors for the SVORI Program since the
program began in May, 2004. We continue to need the Mentors to
spend at least 1-2 hours monthly with an Offender, be it at the
Parole Office or in the Community. The Parole Officers can advise
the Mentors of scheduled Office Visits, weekly classes that
the Offenders attend, etc.
I can schedule VideoConferences at the Region Office on
Wednesdays or Fridays. This would allow the Mentor to meet the
incarcerated participant in Huntsville, along with family members
involvement if interested. The Mentor would get a chance to meet
the Participant prior to their release with minimal travel.
Monthly SVORI Community Advisory Network Meetings are scheduled
during the afternoon starting at 2:00pm, please call for next scheduled date.

SERIOUS AND VIOLENT OFFENDER RE-ENTRY INITIATIVE
The Serious and Violent Offender Reentry Initiative-which was
developed by the U.S. Department of Justice, Office of Justice
Programs (OJP), in conjunction with the federal partners-is a
comprehensive effort that addresses both juvenile and adult
populations of serious, high-risk offenders. It provides funding
to develop, implement, enhance, and evaluate reentry strategies
that will ensure the safety of the community and the reduction of
serious, violent crime. This is accomplished by preparing targeted
offenders to successfully return to their communities after having
served a significant period of secure confinement in a state
training school, juvenile or adult correctional facility, or other secure
institution.
The Reentry Initiative represents a new way of doing business for
federal, state, and local agencies. Instead of focusing the Initiative
on a competition for a limited amount of discretionary funds, the
federal partners are coming together to help state and local agencies
navigate the complex field of existing state formula and block
grants and to assist them in accessing, redeploying, and leveraging
those resources to support all components of a comprehensive
reentry program. The discretionary funding available through this
Initiative will be provided only to fill any gaps in existing federal,
state, and local resources.
Communities selected to participate in the Reentry Initiative will
have the opportunity to develop state-of-the-art reentry strategies
and to acquire knowledge that will contribute to the establishment of
national models of best practices. The Reentry Initiative allows
communities to identify the current gaps in their reentry strategy
and present a developmental vision for reentry that seeks to fill those
gaps and sustain the overall strategy. Additionally, communities can
enhance existing reentry strategies with training and technical
assistance that will build community capacity to effectively,
safely, and efficiently reintegrate returning offenders.
A new effort by the Department of Justice to assist offenders
and to reduce recidivism. This is an opportunity for volunteer
mentors to participate in a program that will be a historic first.
Starting this year in 2004 AD-SEG offenders will be given a
extraordinary opportunity before being released. Prior to this
program AD-SEG offenders had little contact with anyone and
little chance to transition back into society. Right now the SVORI
program is helping a select group of these offenders that have
shown a desire to improve their situation. These offenders will be
receiving from DOJ daily training classes within their cells but
mentors can bring a one on one approach and make the program
much more effective. Mentoring takes place in the K block
of the high security section of the Estelle Unit, Huntsville, TX,
that is temperature controlled and well lighted. Offenders stay in
their cells and mentors can communicate with them through
screened openings in the cell doors.
